Soon after President Obama took over the Presidency, he signed a multi-billion-dollar stimulus bill known as the
American Reinvestment and Recovery Act (ARRA).
Through that important bill, many organizations throughout the nation were funded to undertake “shovel-ready” projects
in order to stimulate the ailing economy and to retain and create jobs.
Public Housing Authorities across the country were given $4 billion to tackle much-needed Capital Improvement Projects.
The Lancaster City Housing Authority received $991,476 in ARRA funding in March 2009.
We chose two much-needed projects – elevator improvements at our two high rise buildings;
and total window replacement at one high rise (Church Street Towers).
As of January 19, 2010, all of our awarded funds have been obligated…well ahead of the March 17, 2010 deadline.
We conducted a formal, public bidding process for both projects, and have now contracted with local firms to undertake the work.
ThyssenKrupp Elevator, located in York, Pennsylvania, began work on the elevators in early February 2010.
The vertical transportation consultant we are using for the design portion of this project is Van Deusen Associates.
Their headquarters is located in Livingston, New Jersey; however, they have offices throughout several states, including Pennsylvania.
Warfel Construction, located in East Petersburg, Pennsylvania, is ramping up to begin the window replacement project
at Church Street Towers in spring of 2010. The architect we are using for this project is MK Architects of Lancaster, Pennsylvania.
We expect all of the work will be complete by year’s end.
Here, too, we will be well ahead of HUD’s deadline for the expenditure of ARRA funding…March 2012.
There is a very high amount of oversight and monitoring of these ARRA funds.
As required, we are submitting numerous periodic reports to HUD in order to provide accurate information to HUD
and to Congress regarding our progress and the jobs created or retained through the use of our stimulus funding.
