LCHA scores 91% on its Fiscal Year 2007 report from HUD!
LCHA has been a perennial “High-Performer” with consistently high scores. The Department of Housing and Urban Development's (HUD) Real Estate Assessment Center (REAC) effectively and fairly measures the performance of a public housing agency (PHA) by using the public housing assessment system (PHAS).
As the centralized system of REAC, PHAS electronically collects individual subsystem scores and produces a composite PHAS score that represents a PHA's management performance. The PHAS scores are compiled and issued on a yearly basis.

The Public Housing Assessment System (PHAS)
The Public Housing Assessment System (PHAS) is designed to serve as an oversight tool that will effectively measure the performance of public housing agencies. Using this new system as a basis, Public Housing Authorities (PHA) will be measured using HUD standards that are objective and uniform. To facilitate this objective, HUD has structured PHAS to evaluate four major areas.
The four PHAS components are:
Physical Inspection Indicator - designed to ensure that PHA's meet the minimum standard of being decent, safe, and sanitary and in good repair;
Financial Condition Indicator - assesses the financial condition of public and assisted housing agencies;
Management Operations Indicator - assesses levels of compliance and the efficiency with which a PHA manages its public housing program;
Resident Satisfaction and Service Indicator - allowing for public housing resident assessment of PHA performance.
